Detailed description of the challenge


The goal of this challenge consists of the creation of a decentralized, open and permissionless platform that makes environmental organizations independent of profit-oriented third-party providers in their attempt to register and trade their emission certificates. It is assumed that by using blockchain/DLT the emission certificates would be more transparent for all interested parties (like governmental bodies, private companies as well as individuals) as they are registered on a public and immutable platform. Additionally, by using blockchain/DLT-based tokens for the emission certificates, the trading of these emission certificates would be further encouraged, as partial quantities of a certificate can also be traded .To foster an open innovation culture within the emission register and trading ecosystem, the proposed blockchain/DLT platform needs to be open source. Furthermore, the platform should allow to develop its own business ideas by creating and deploying own applications on top of the platform.


Currently, the registration and administration process of the emission certificates runs via a ‘trusted’ third-party provider like for example IHS Markit. These third-party platforms are clearly profit-orientated and the dependency on them makes it difficult for the non-profit and non-governmental emission certificated trading companies to negotiated acceptable prices. Therefore, the costs for these NGOs are very high. Additionally, increasing administrative requirements from the third-party platform provider make it even more expensive for environmental NGOs. Therefore, the NGOs would like to have the changeover to a more efficient, independent and self-managed registration body examined by the environmental organizations.



Requirements placed on the submitted idea/solution


The main goal of this challenge is the development of a technical solution for an open, permissionless blockchain/DLT-based emissions certificate registration and trading platform. This will include some coding with the aim to develop a simple PoC to demonstrate some basic functionalities including emission certificates on the base of tokens. According to this main goal and with the aim to evaluate the submission to the challenge, it is expected that the submitted idea will include the basic blockchain/DLT architecture ideas as well as some technical concepts in respect to the proposed technical token infrastructure. Additionally, it will be important that all ideas and coding are open source and accessible to the public.
