SEED employs a multi-stakeholder approach within a solid operational framework of 60 performance indicators during planning and operation of urban districts to develop and implement a shared neighbourhood vision and promote a new urban lifestyle.

The SEED certification addresses all stakeholders involved in the construction process and the operation of an urban district by supporting the community with advise and reviewing the performance of the operation every two to three years to make sure the energy consumption and emissions respond to the sustainability targets and to implement new technical adjustments to optimise the performance where needed.
